Smc.exe process taking up a lot of CPU

Problem
Smc.exe and ccSvcHst.exe processes are taking up resources. Memory use recorded for smc.exe goes up to 95% for about 10 to 15 minutes. This issue occurs when the client starts up and whenever the SEP client gets updated policies.
Error
No errors found on logs.
Environment
This behavior has been observed on Windows XP SP3 / SEP 12.1 RU1, but due to the characteristics of this issue, it could potentially happen in any supported environment.
Cause
It is possible that the Exceptions policy is currently too complex so that every time the SEP client has to update policies it has to read an extensive number of rules. To test this, try withdrawing the Exceptions policy to determine if the issue disappears.
Solution
Simplify the Exceptions policy to obtain a better performance.
