User cannot view tickets if created via Email

Problem
When a user only in All Users group submits a ticket via email and then
subsequently clicks on the View Incident link in the email notification that
the ticket was created, the link takes the user to a 'Process Manager Error'
page that says "User doesn't have one or all of these permissions
('WorkflowTasksManagement.ViewUnassignedTasks')"
Error
User doesn't have one or all of these permissions ('Workflow TasksManagement.ViewUnassigned Tasks')
Environment
ServiceDesk/WorkFlow 7.1 SP2
Cause
This error is a result of a failure to map anything for the process contact
ReferenceId.
