Windows Firewall is enabled on Windows 7 clients after a SEPM migration from 11.0 RU6 MP3 to 12.1 RU1

Problem
After migrating SEPM from 11.0 RU6 MP3 to 12.1 RU1 the Windows Firewall was enabled on all Windows 7 clients (32 & 64 bit) after reboot, thus clients were disconnected from the domain network, even though clients are not upgraded and remained on SEP 11.0 RU6 MP3.
Environment
SEPM 11.0 RU6 MP3 EE installed on any normal Windows Server OS
Windows 7 32 bit or 64 bit clients with managed SEP 11.0 RU6 MP3 installed.
Upgrade the SEPM to 12.1 RU1
Upon restart of a client, its windows firewall will become enabled and depending on how the Windows firewall is configured, it may cause the machine to disconnect from the network.
Cause
Internal configuration built into the code of the SEP Manager.
Solution
