A known issue exists under the Oracle database release 11GR2 and subsequent releases. Referred to as "SELECT FOR UPDATE OF" Hangs in 18.104.22.168 [ID 1081727.1], the oracle documentation requires a passworded user account for access and can be found under support.oracle.com/CSP/main/article.
During the CCER schema creation in the Oracle 11.2.0x instance the process hangs:
Creating/replacing trigger SAHARA.T_VOLUME_3AI...
Creating/replacing trigger SAHARA.T_VOLUME_BVIEW_NODE_AIUD...
Creating/replacing package body SAHARA.T2_TRIGGER_HELPER...
Creating/replacing package body SAHARA.TH_ROLLUP_BATCH...
It does not return from this creation.

"SELECT FOR UPDATE OF" Hangs in 188.8.131.52.
Following the below scenario on 184.108.40.206, the SELECT FOR UPDATE hangs:
drop table table1;
drop table table2;
create table table1 ( id number, text1 varchar2(30),text2 varchar(30) );
create table table2 ( id number, text1 varchar2(30),text2 varchar(30) );
FROM table1 JOIN table2 t2 ON table1.id = t2.id
FOR UPDATE OF table1.text1,table1.text2;
Prior to attempting to complete the creation of the Oracle database schema for the CCER instance please ensure the proper execution of the oracleinstance check script as documented in the installation guide and Please apply Oracle Patch 9294110.
This issue is fixed by the fix of bug9294110 (which is a regression caused by bug7481833).After back-porting the changes for bug9294110 to 220.127.116.11, the testcase, for this bug, no longer fails. There is also another known regression of bug7481833 which is bug9120088. It is recommended to apply that back-port as well.
