Pre-popped/pre-loaded applications that were created with a default package provisioning no longer stream when changed to explicit version provisioning and after migrating services to SP8 from SP7.


 In an SP7 environment the provision checks would find and stream the correct application version based on certain rules. In this regard the SP8 code (updated for performance enhancements) is more restrictive and does not return any version when passed in as a default and when only an explicit version is assigned in the console.


 All packages need to have a default version assigned under SP8 given the pre-pop/pre-load scenarios.
