DHCP Trusted Vendor List does not work with certain configurations

Problem
You configure a DHCP Trusted Vendor List on an Integrated Enforcer. When you attach a device whose vendor is on the list, it still attempts to authenticate.

The Trusted Vendor List feature only functions if the Enforcer is in the mode "Allow all clients, but continue to log which clients are not authenticated."
