When a machine is migrated from a previous version of Symantec Endpoint Protection to 12.1 RU1 a small percentage of machines fail the teefer install and are not able to obtain an IP address.

The setupapi.log shows a teefer error about not having a signed driver.

#E358 An unsigned or incorrectly signed file "C:\WINDOWS\system32\NetCfgx.dll" for driver "Teefer2 Miniport" blocked (server install). Error 0x800b0100: No signature was present in the subject.

Windows could not load the installer for Net. Contact your hardware vendor for assistance. Error 0x800b0100: No signature was present in the subject.

A system reboot took place during the installation of teefer driver. The installation failed however the NetConfig interface reports as OK. This leads the teefer install to skip the installation at the next reboot thus the teefer driver installation fails to bind to the NIC.

This issue is resolved in Symantec Endpoint Protection 12.1 RU1MP1.
