BUG REPORT: WinPE .ISO Image Generation Fails on Windows 7

Problem
Creation of a WinPE recovery disk does not work in Windows 7. PGPPE.EXE does not properly create the .wim image and the PGPWDE command is not recognized upon booting into the WinPE environment
Error
No error is seen, PGPPE.EXE incorrectly reports back that drivers have successfully been inserted.
Environment
Windows 7 32 and 64-bit systems
Solution
This issue no longer present starting in Symantec Encryption 10.3.0.
For versions prior to that, the workaround is to create the WinPE .iso image on a system running Windows XP.
