Solution
ECS.exe does not appear in the netstat -abn listing but the process is running.
A utility called sysinternals - process explorer can be used to view all running processes.
Download the process explorer from the internet then launch the executible;
Launch the application;
procexp.exe
This will launch a console that displays all the processes that are running
Look for the ECS.exe process in the list.
Select the ecs.exe process by double clicking
Then select the tab named TCP/IP
expand local address - displays hostname.domain.port
The port listed should match the port indicated in the ECS configuration.
If the port does not match you need to edit the ECS configuration as well as the verify the registry keys have also been set.
Then stop the ECS service.
Then start the ECS service.
Run a begin ECS update and a enforce sync
