Image Cleanup cleanup may fail with Status 174 when segment size is 1

Issue



After performing recoverCR, Image Cleanup may start failing with Status 174 when corrupt segment size of 1 are found in the CRDB.

The issue is cause because a segment size of 1 is seen as incompatible/corrupt.
