Exchange Journal archiving performance is slow due to thread contention on DLCache when using External Filter.

Problem
When using several Custom Filter rules based upon large distribution lists, the Exchange Journaling task is slow to process items.
Error
None
Cause
This issue is due to an inefficiency in Exchange journaling when custom filtering is implemented.
Solution
To resolve this issue apply the attached hotfix.
Note: This hotfix is to only be applied to Enterprise Vault 9.0 SP3.

Improvements have been made around the handling of distribution lists.
Which files does this hotfix replace?

How to install this hotfix:
- Stop all Enterprise Vault services.
- Once all services have stopped, take a backup copy of each file listed under the "Which files does this hotfix replace?" section. These files are located in the Enterprise Vault installation folder (which by default is "C:\Program Files\Enterprise Vault", or "C:\Program Files (x86)\Enterprise Vault" on a 64-bit machine).
- Copy the updated files, packaged in this hotfix, to the Enterprise Vault installation folder, replacing the originals.
Start all Enterprise Vault services.
How to uninstall this hotfix:
- Stop all Enterprise Vault services.
- Once all services have stopped, take the back up copies of the files listed under the "Which files does this hotfix replace?" section and replace the hotfix files, located in the Enterprise Vault installation folder.
- Start all Enterprise Vault services.
