Solution
Symantec is aware of this issue and targeted to be fixed in ITMS 7.1 SP2 MP2
-As a workaround, use a Software Delivery policy with no command, which will perform the desired action and will run if no user is logged in.
A pointfix is available, please contact technical support to get it.
