MSEO backups fail after upgrade to 6.1.4 or later.

Problem
After upgrading from MSEO 6.1 to 6.1.4 or later, backups fail with "There is no private key to decrypt the file key or the access to the private key has been denied."
Error
There is no private key to decrypt the file key or the access to the private key has been denied.
Environment
This issue was observed on a Solaris 10 server running Netbackup 7.1, but it will affect any platform that is capable of running NetBackup and MSEO.
Cause
Starting with MSEO 6.1.4, an MSEO license key is required to be installed on the NetBackup master server.
Solution
Looking in the /var/log/mseo.log we found that there was no license key found for this product.
Contact Symantec Sales or your software vendor to obtain a permanent MSEO license key.
It is necessary to stop and restart the NetBackup services on the master server after applying the license key.
