After un-checking  “User management” in Consumer Policy, PGP Desktop users that belong to the changed consumer policy still have the option to click on New Passphrase User when attempting to encrypt a disk.

The user is able to use the PGP Disk Assistant to create a new user, but when the Finish button is clicked, they receive the error Unable to add the user to the disk group.

This is expected behavior and can be observed in various versions of PGP Whole Disk Encryption 10.x.

As this is expected behavior, users will be able to go through the wizard, however the users will not be allowed to add additional users per policy.
