DS Web Console can't load, getting "Error Downloading ActiveX Controls" message

Problem
After applying Microsoft updates, particularly Microsoft MS12-060 (see http://technet.microsoft.com/en-us/security/bulletin/ms12-060), the DS Web console no longer loads.
Error
Error Downloading ActiveX Controls
Cause
Microsoft is aware of this issue, and has written KB 2687441 (see http://support.microsoft.com/KB/2687441) with instructions on how to fix it.
Solution
According to the Microsoft KB, a registry key needs to be removed and MSCOMCTL.OCX needs to be registered. See http://support.microsoft.com/KB/2687441 for instructions and more information
