Sharepoint agent backup fails with Final error access denied

A Sharepoint agent backup of a Sharepoint content database may fail with an access denied message.
Final error: 0xe0001602 - Access is denied (SharePoint backup).
Final error category: Security Errors
Additionally at the end of the backup set in the body of backup job log there will be this message:
This backup set may not contain any data
The error message results from a problem in performing the GRT cataloging of the Sharepoint content database.
Workaround: With this error, GRT restores are not possible. A database restore will be necessary in order to recover content DB information. The DB be directly restored which will overwrite the production DB or the DB can be redirect restored into an alternate Sharepoint or SQL environment.
