DBA initiated Archive Log restore hangs "Ready;Job storage does not contain any eligible devices" when restoring from a Tape Device

When attempting to perform a DBA initiated job, the job will hang with "Ready;Job storage does not contain any eligible devices" being displayed on the job status in Backup Exec. This has only been seen when restoring from Tape and a Backup to Disk folder has not been configured or is disabled.
Create a Backup to Disk folder on the media server, if one is configured make sure it is online.
