New base (full) backup runs following upgrade to Symantec System Recovery (SSR) 2013.

Following an upgrade from earlier versions of Symantec System Recovery (SSR) or Backup Exec System Recovery (BESR) to SSR 2013, the next scheduled backup will always be a base (full) backup.
This is by design and is due to a new driver (Vtrack) being introduced with SSR 2013.
