Problem
The Windows Firewall on Windows 8 blocks a JDesktop Integration Components (JDIC) binary if the Symantec Endpoint Protection Manager (SEPM) is installed and launched on a Windows 8 operating system.

Path: C:\Program Files (x86)\symantec\symantec endpoint protection manager\tomcat\webapps\root\clientpkg\ext
Allow JDesktop Integration Components binary to communicate on these networks:
Private networks, such as my home or work network
Public networks, such as those in airports and coffee shops (not recommended because these networks often have little or no security)
Solution
In the Windows Security Alert dialog window:
- Check Private networks, such as my home or work network
- Click Allow access
