Problem
Backup Exec archiving job fails with the following error: The vault store, archive, or item cannot be accessed because of insufficient permissions
Error
Final error: 0xe000986b - The vault store, archive, or item cannot be accessed because of insufficient permissions. Ensure that the vault store has at least one available vault partition. Ensure that the Backup Exec services account has the appropriate permissions to access the path on which the vault partition is located.

Cause
This issue occurs if the following conditions are true:
1) If the archiving job is targeted to a closed partition.
2) If the Backup Exec service account do not have FULL permissions on the folder, which contains Vault partition.
Solution
Ensure that the job is targeted on a open partition and the backup exec service account has full permission on the location containing the vault partition.
