Keysearch via USP does not any return results.

Problem
Searching for internal users via USP (e.g. from PGP Desktop) does not return any keys.
Error
There are no results returned.
Environment
PGP Desktop and Universal Server as keyserver.
Cause
Currently all users that are associated with a group that has the excluded policy assigned will not be found via USP. This is true even if the user is in multiple groups and the effective policy is not the excluded policy. As every user is a member of the everyone group, no keys are returned if that group has the excluded policy assigned.
Solution
Symantec Corporation is committed to product quality and satisfied customers. This issue is currently being considered by Symantec Corporation to be addressed in a forthcoming version or Maintenance Pack of the product. Please be sure to refer back to this document periodically as any changes to the status of the issue will be reflected here.
The following are known temporary workarounds for the issue until the version/maintenance pack is released:
a) If applicable, search via LDAP.
b) You may check if the Excluded Policy applies to the Everyone Group. If possible, change the Policy to Default.
