The CommandCentral Storage command CGutil.pl fails with the error "Failed to create CommandProcessor".

Cause
The user does not have adequate permissions for the command to complete successfully.
Solution
Log into Halsecurity with Admin credentials before running CGutil.pl by using the following command:
C:\Program Files\VERITAS\CommandCentral Storage\HAL\bin\halsecurity login
