Enterprise Vault Client add-in toolbar does not display when client logging level is set to error or informational.

Problem
Under certain conditions the Enterprise Vault Client add-in toolbar does not display when client logging level is set to error or informational. The Enterprise Vault Client add-in only displays buttons when logging level is set to medium or higher. This issue has been seen in Enterprise Vault client version 10.0.2.1112 and higher.
Error
An Enterprise Vault Client trace from the problematic workstation will display the following information at logging level "1" (Informational).
09/11/2012 16:42:26.972[4544][H]: Unknown exception occurred
09/11/2012 16:42:27.004[4544][H]: IDispatch::GetIDsOfNames("MessageClass") failed, error 80020006
09/11/2012 16:42:27.563[4544][H]: FUI: Not loading UI as action map is empty. Is the user enabled?
Environment
The issue occurs on the following OS/Outlook/Client version:
Windows 7/Vista 64bit with Outlook 2010 32bit with Enterprise Vault Client version 10.0.2.1112 and higher.
Solution
The following workarounds have been noted:
- Configure the Exchange Desktop Policy \ Advanced \ Outlook \ Remove PST Entries = 0 (the default).
or
- Configure the Enterprise Vault Client logging level to Medium "2" or Maximum "3".
or
- Downgrade Windows 7 to 32 bit or upgrade Outlook 2010 to 64 bit
