Symantec System Recovery Error: "CompMgmtLauncher.exe - Bad Image" when launching Windows Computer Management Console

Problem



When launching the Windows Computer Management console after upgrading to Symantec System Recovery 2013 (SSR 2013), the following error occurs:

CompMgmtLauncher.exe - Bad Image

C:\Program Files\Symantec\Symantec System Recovery\Browser\VProShellExt.dll is either not designed to run on Windows or it contains an error. Try installing the program again using the original installation media or contact your system administrator or the software vendor for support.

Computer Management opens after hitting OK, and backups appear to run normally.  This is an issue for the .DLL file referenced in the error not being properly registered by SSR.
