Backup Exec installation fails with the error "Error 1606. Could not access network location \IDR\Data"

Installation of Backup Exec fails with the following error:
"BE setup fails with Error 1606. Could not access network location \IDR\Data"
This is caused by legacy Backup Exec MSI's still registered on the system but with no other Backup Exec configuration on the system (No BE registry keys, services or files). No BE configuration on the system tricks BE setup into a clean install while the MSI executes in upgrade mode since it finds a legacy BE MSI on the system. Upgrade logic is then triggered gives the 1606 error.
