Shortcuts cannot be replied to or forwarded in Outlook 2010/2013 when Enterprise Vault is unavailable.

End users are unable to Reply To or Forward shortcut messages in Outlook 2010 or Outlook 2013 when Enterprise Vault is unavailable. An attempt to Reply To or Forward a shortcut message without connectivity to the Enterprise Vault server results in the Reply or Forward button functionality being suppressed. The same Reply and Forward functionality works fine in Outlook 2007 or Outlook 2003.
There was an error loading this item -- some functionality may not be available.
- An option may be to ensure that Vault Cache is enabled with a large enough cache location to include the size of the archive.
- An option may be to configure the Exchange Desktop Policy - Advanced - Outlook - 'Forward original item' to Shortcut and the 'Reply behavior' to Shortcut
- Note: The caveat to setting this option is that Enterprise Vault will Reply and Forward the shortcut content only, regardless of Enterprise Vault being reachable.
