Sharepoint site restore fails to return permissions settings

The restore of a deleted Sharepoint site to its original location may not restore the permissions as set originally. The permissions may come back as simply inheriting the parent container instead,
Error writing file data
Debugging the restore job on the Sharepoint server will show the following entry in the SPSWrapper debug log file:
Exception in processing roleassignment user id 4Ex You cannot grant a user the Limited Access permission level.
Workaround: After restore, manually reinstate the permissions settings.
