SQL Log backup linked to a virtual backup fails with 0xE000FE1F error

If a virtual machine Granular Recovery Technology (GRT) backup is configured with the option to "Run a SQL Log backup after backing up the virtual machine" then the job will fail reporting the errors provided below. Analysis of the job log shows that the failure is occurring in the section for the SQL server itself and not the section for the GRT enabled virtual backup within the host server.

Snapshot technology error (0xE000FE1F): The device cannot be found.
This has been identified as being caused by unexpected (regional/international) date formats in use within the configuration of Microsoft SQL on the source server. This problem is expected to affect both Hyper-V and VMware virtual environments, although was initially identified against Hyper-V with German date formats.
