ActiveX controls for remote control don't install

When accessing the page for "Remotely Control with Carbon Copy" in Notification Server from a client computer, when I click to "Connect," nothing happens or I am continuously prompted for the installation of "Carbon Copy: ActiveX Controls".
- A Carbon Copy remote control user accessing the Notification Server from their workstation.
- The Carbon Copy ActiveX controls have not yet been installed on the computer by any user.
In order for Internet Explorer* to install the remote control Carbon Copy ActiveX controls, the user needs to be a local administrator of the workstation:
If the user has no administrative privilages, they will not receive the prompt for the install.
If the user is a member of the local "Power Users" group, they will continuously receive the prompt for the install.
The installation of the Carbon Copy ActiveX controls needs to be initiated by a user with local administrator rights. The ActiveX controls only need to be installed once; then any standard user1 can use the "Remote Control with Carbon Copy" page from that workstation.
1. The user who is accessing the "Remote Control with Carbon Copy" page from their workstation must have "Remote Control with Carbon Copy" access privileges in Notification Server Security Roles.
