Missing files when installing pre-boot operating system files

Problem
When installing the WinPE files in the Boot Disk Creator for pre-boot operating systems, the wizard instructs users to provide a WinPE CD and then a Windows 2003 SP1 CD. The wizard then returns an error indicating that not all files were found and copied. There is not option to continue or copy the missing files.
The missing files may include kernel32.dll, ntdll.dll, and winlogon.exe.
Environment
Deployment Solution 6.5.233 and .241
Cause
The Windows 2003 CD that is provided does not have SP1. The SP1 is required.
Also WinPE needs to be version 2005
Solution
Rerun the WinPE install wizard using a Windows 2003 CD that does include SP1.
* A tool called NLite to slipstream the SP into an OS install will work as well.
* Upgrade to Build 248 (Hot Fix 2 for DS)
* The Windows 2003 CD SP1 needs to state " Microsoft Windows 2003 Standard Edition with Service Pack 1 " Volume License Product Key requeired"
* The Windows 2003 CD Microsoft Windows 2003 Standard Edition Service Pack 1 ( There is no word "with") This is the incorrect CD
