Solution
The error occurs while running a backup job with selections
made for a local or remote Windows 2003 machine from under the Shadow Copy
Components irrespective of whether Advanced Open File Option is installed on the
Backup Exec server or not( Figure 1 and Figure 2).

This error occurs while backing up a Windows 2003 machine with selections made from under the Shadow Copy Components and the Microsoft Software Shadow Copy Provider service is stopped or disabled (Figure 3).

The Microsoft Software Shadow Copy Provider Service manages software-based volume shadow copies taken by the Volume Shadow Copy service. If this service is stopped, software-based volume shadow copies cannot be managed. If this service is disabled, any services that explicitly depend on it will fail to start.
Hence, while configuring a backup job to back up a Windows 2003 machine with selections made from the Shadow Copy Components, it should be ensured that the Microsoft Software Shadow Copy Provider Service and the Volume Shadow Copy Service are running.
Note: By default, Microsoft Software Shadow Copy Provider Service is set to "Manual", This service gets started whenever the "Shadow Copy Components" backup is initiated. If the service can start successfully then "Reboot" the server once and test the backup. If the Shadow Copy service fails to start, please contact Microsoft Support for further assistance.
