Unable to install or upload AppStream licenses with "Upload license file failed - load error" message

Problem
When trying to install or upload AppStream licenses the following message appear:
Upload license file failed - load error.
Environment
Software Virtualization Solution Pro 2.1
AppStream* 5.2.1
Cause
Corrupted license file.
Solution
Try to redownload the license file and install it. If the file is still not installing properly, contact our licensing department to get a new file.
If after getting a new file the issue persists, contact our Altiris Support Services.
