Task Synch Agent does not wait for a program execution to evaluate dependency - and as such does not execute the next task

In the agent logs you can see it starts executing OK:
<event date='Mar 06 22:06:01' severity='4' source='TaskExecution'
module='AeXTaskSynchAgent.dll' process='AeXNSAgent.exe' thread='2640'
tickCount='693020105'>

</event>
<event date='Mar 06 22:06:01' severity='4' hostName='Server'

pid='1960' thread='3480' tickCount='693020385' >
 <![CDATA[SWD Program Execution Thread thread 0xD98 beginning

It executes a few steps successfully but it doesn't start the next step => instead it seems to wait (more than 30 minutes) and then we get the following error:

<event date='Mar 06 23:10:00' severity='1' hostName='Server'
source='CAeXTaskProcessor' module='AeXTaskSchedulerLib.dll'
process='AeXNSAgent.exe' pid='1960' thread='2632' tickCount='696859773' >

 <![CDATA[CEThread processing failed. Error=0x8000FFFF

</event>

When this happens on a machine it will no longer execute any seq task.
