Why is INSTALLDIR not getting set from command line?

Windows XP

Cannot set a directory from the command line. You can only set properties.

Use a Set Directory custom action for INSTALLDIR. In the Directory Value, use a property name enclosed in square brackets.  You can substitute the full path, part of the path or drive letter with a property. Then, pass the value of the property in the command line. This will then assign INSTALLDIR with the desired value from the command line to be installed.
