The Backup Exec Services Logon Credentials are not properly configured.
1. Confirm that the Backup Exec Job Engine Service, Backup Exec Server Service, and all of the other Backup Exec Services with the exception of the Remote Agent (starts as Local System Account) are starting as the same service logon account.
2. If the services are running under different accounts, use the Backup Exec Service Manager to reset the services to the proper Backup Exec Service Account.

For Backup Exec 2012: Backup Exec button - Configuration and Settings - Backup Exec services.
