When trying to delete a partition from the Vault Administration Console (VAC), if items are stored within that partition, those items must be deleted before the partition can be deleted. If the vault stores are using sharing, clearing out one vault store may result in this error even if it's empty as the other vault stores still contain content.

Unable to delete partition "Partition_Name". The partition is not empty.

The error will appear as follows:

The partition must be empty and this will only happen through users items or archives being deleted that reside in that partition or via storage expiry. Alternatively the Vault Store itself can be deleted, which will remove the users and Digital Vault Savesets (DVS) associated with them.
