Solution

Overview:
After upgrading from 5.x to 6.x, Media Server shows Active for Disk under Devices in the Administration Console.  Tape Storage Units are configured but are not being used.

Conditions:
In NetBackup 6.x, The nbemmcmd command allows setting Media Servers as "Active for Tape and Disk"

nbemmcmd is in the following location:
Windows:  <install_path>\NetBackup\bin\admincmd\nbemmcmd
Unix: /usr/openv/netbackup/bin/admincmd/nbemmcmd

Resolution:
Set the media server(s) in question to be active for tape. The syntax to set a Media Server as "active for tape" is as follows:
nbemmcmd -updatehost -machinename <media_server> -machinestateop set_tape_active -machinetype media -masterserver <master_server>
