Cause

One possible cause to this error is the Remote Agent for Windows Systems(RAWS) service is not started.

Solution

1. Confirm the latest version of the Remote Agent for Windows Servers (RAWS) is installed on the media server and remote machine.  For more information on this, review the following documents:

How to manually run LiveUpdate in Backup Exec for Windows Servers to verify what hotfixes or service packs have already been installed or what updates are available for installation.
 http://www.symantec.com/docs/TECH50132

How to check the installed version of the Backup Exec Remote Agent for Windows Servers (RAWS)
 http://www.symantec.com/docs/TECH157103
2. Ensure the RAWS service is started

3. Add the IP Address of the Media Server to the Publishing Tab (see Figure 1 above).
- If this works, check DNS in your environment.

Warning: Incorrect use of the Windows registry editor may prevent the operating system from functioning properly. Great care should be taken when making changes to a Windows registry. Registry modifications should only be carried-out by persons experienced in the use of the registry editor application. It is recommended that a complete backup of the registry and workstation be made prior to making any registry changes.

4. Grant Full Control Permissions for the Administrators, System Account and Backup Operators Group to the following registry key on the remote machine (Figure 2):

HKEY_LOCAL_MACHINE\SOFTWARE\Symantec\Backup Exec For Windows

5. Restart the Backup Exec Remote Agent Service on the remote computer.

6. Launch the Backup Exec Remote Agent Utility and click on the Publishing Tab.  If the same error appears, uninstall the Remote Agent, reboot, and reinstall the latest or same version of the remote agent that is installed on the media server. Confirm also that everything is configured per steps 2 thru 5 above.

Note:  For Windows Server 2000, perform a repair installation of the Remote Agent.
