Solution
This warning
or error occurs when trying to install the license for any Backup Exec Agent (eg
Exchange\SQL\Remote Agent) and continue to proceed without installing the base
license for Backup Exec for Windows Servers Product
. 
Resolution:
Install the
license for Backup Exec for Windows Servers \ Small Business Server

Along with this
base licence, add any additional licenses to complete the installation. If
running version 12 and above, it is possible to evaluate most options and agents
for a specified period of time without the need to revert the whole application
to evaluation mode.
