Cause : User is not enabled in Enterprise Vault

Solution:

1. Verify the mailbox is in the correct Provisioning Group. If so, please remove it and add it again. After doing this, please perform "run now" on provisioning task )
2. Enable the user through the 'Enable Mailboxes for Archiving' wizard (If it is already, please disable it and enable it back).
3. Synchronize mailbox
