Running the VCS Configuration Wizard (VCW) to enable single sign on fails with error -2147023174

Problem
In Storage Foundation for Windows High Availability (SFW HA) it is possible to enable single sign on to authenticate users agains Active Directory. This wizard may fail with the error shown here.

Error
Cannot connect to Live system: Also the Secure cluster wizard fails to connect to the root broker and the error -2147023174
Researching the err code (-2147023174)
Using the scientific Calculator, enter the above number as decimal negative number, and convert to hex. From the output, drop the leading FFFF FFFF, leaving the error code which can be translated via the Microsoft "err" utility.
Cause
The RPC calls can fail if the Nodes are not able to communicate with the Root broker. An Example would be of the nodes are on a Secure network (DMZ )and the root broker is a alternate network.
