"Error 1926. Could not set file security for c:\config.msi" appears when installing a Symantec Mail Security 4.x for Microsoft Exchange

Problem
During the installation of Symantec Mail Security 4.x for Microsoft Exchange, the error message "Error 1926. Could not set file security for c:\config.msi" appears. The installation is for version 4.0x or 4.5 x.
Solution
This problem occurs if the Windows Installer (MSI) or Installshield cannot get access rights or move\delete data from the temporary config.msi folder. During installation, Symantec Mail Security 4.x for Microsoft Exchange uses this folder. To correct this problem, audit privileges or inherited privileges and correct them.
As a temporary solution, create a new "config.msi" folder. Assign Full Control to Everyone as privileges.
