SMTP error 421 when sending mail through Symantec Hosted Mail Security

You send mail through Symantec Hosted Mail Security. In return you receive a Non-Delivery Report (NDR) that contains Simple Mail Transfer Protocol (SMTP) error 421.
The text of the NDR message includes text similar to the following:
Symantec Hosted Mail Security has a fourty-five (45) second timeout value while waiting for a response from the server where it is attempting to deliver a message.
Contact the admininstrator of the receiving mail server for further assistance. He or she should be able to determine why the mail servers under his control are failing to respond to the Symantec Hosted Mail Security servers in less than fourty-five (45) seconds.
