Setting the WDE Administrator password causes enrollment to fail with bad parameters

Existing users get Unable to update policy, bad parameters.

This was fixed in Universal 3.2 MP4.

Steps to duplicate:
1. Install Universal Server 3.2.0.1672.
2. Create a policy that enables WDE.
3. Enroll the user.
4. User successfully enrolls.
5. Add a WDE Administrator password for WDE in the WDE consumer policy.
6. Re-enroll the user.

Expected:  User should be able to enroll successfully.
Actual: Error "Unable to enroll (bad parameters, error -12000).

If you delete the WDE Administrator, this does not clear it out and the issue 
remains.  You must restore the policy to factory defaults, and then don't add 
the WDE Administrator password.

Setting priority to high as the customer really needs this functionality and 
plenty more customers will have issues with not being able to use this 
functionality.

Workaround that can be applied in the field:

a. Go to Consumers -> Consumer Policy
b. Click on all policies one by one and perform the following actions on each:
  1. Edit "General"
  2. "Edit Preferences"
  3. In the XML Preferences Editor, click "Delete" radio button and type in
     "adminPassUpdateTime" in the Pref Name
  4. Click Save.
