Only when you are in a hurry do things not work as expected. Especially when things were previously working. All of the sudden the Notification Server 6.0.6074 - R9, with Patch Management 6.2 Sp1 could not automatically access the internet to download the latest PMImport cab files. In fact, the Notification Server does not appear to be able to perform any automated downloads from www.solutionsam.com. The errors and warnings outlined below result when a PMImport was attempted. A Fiddler trace showed that the proxy device for this server was connected, had recently been reconfigured. We reconfigured the proxy device to allow the traffic thru. This resolved the problem.
