Problem installing the FSA Agent

I was installing the EV 2007 FSA agent the other day, on a regular file server. The installation was going fine until I hit the part where it was "starting services". That seemed to take an age, then fail.
On looking at the event log, I saw things like this :-
Event Type: Error
Event Source: Service Control Manager
Event Category: None
Event ID: 7003
Description:
The EvFilter service depends on the following nonexistent service: FltMgr
How could that be?
After a bit of digging, I discovered I was installing to Windows 2003 RTM, and the pre-requisite is Windows 2003 SP 1.
