Stop the pop-ups

We really don't like the balloon pop-ups in the taskbar in XP so we have been turning it off in the registry.

One thing to note...I think
One thing to note...I think settings these also "breaks" the Altiris "New software available" and/or any other Agent-generated user notifications you may have, as they utilize the BalloonTips function. We did turn this off though in our standard build as we don't use the "New software available" option that pops up when you choose "Notify the user when new software is available" function that is a checkbox in a SWD task.
