Symantec Protection Center 2.1 (SPC) has been released!
The Symantec Protection Center Team is proud to announce the release of Symantec Protection Center 2.1 (2.1.0.2075), which was published today to the LiveUpdate Publishing Service. SPC 2.0 Customers will be notified that an update to SPC is available for download. This is a LiveUpdate release only. This update provides fixes for a small number of defects, as well as several major enhancements.

I can confirm: the SEPM absolutely must have SEP version 12.1. However, that SEP 12.1 SEPM can successfully manage SEP 11 clients/endpoints.
The SEP 11 endpoints will be displayed in the SPC "Specific Endpoint" report, etc. Info on tehir AV definitions, ect can thus be seen in SPC 2.0 or SPC 2.1.

Symantec Protection Center 2.X only supports the latest versions of the products it integrates such as SEP 12.1. There is no workaround for this limitation due to the required services not being present in older versions of the integrated applications.
As far as I know, it does not have SEP 11 support...support starts from SEP12.1
