Graphical Interface for DLC

Our friend at UC Merced, Adam Moore, sent us another of his nifty tools. This one puts a friendly GUI on the popular Data Layer Creation (DLC) tool.

This tool takes the same paramaters as the command line DLC tool. For a complete list, see these notes.
