New NewBDC.bat

In order to generate a new PEInstall.exe and InitialAutomationEnv.iso files for Deployment Solution 7.0, you must run "NewBDC.bat" with a complex command-line argument. To make life easier, I have re-written the NewBDC.bat file and uploaded it here for you to use. Simply replace NewBDC.bat with this version and double-click the batch file whenever you want to regenerate the files.
